On 8th April, the Chinese National Development and Reform Commission released a “Catalogue of Guidance for Industrial Structural Adjustments 2019” for public viewing and to gather opinions.

The release of this catalogue is significant for the Chinese economy as it provides clear guidance and direction for social investments within the country. In this edition of the catalogue, the research and development of the VR/AR industry were ranked within the list of “Encouraged The areas of the Artificial Intelligence Industry. This comes as great news for VR/AR companies like Magicast, as it further validates the potential of the industry that the company is in and unveils a whole new range of opportunities for it.

VR / AR was listed 4th in the list of “encouraged” AI Industries

The guidance catalogue was revised from the version released in 2011, which now aims towards a structural reform in the supply side of the economy, focusing on developing the country’s real economy instead. Emphasis was placed on adapting to the new wave of scientific and technological revolution and industry change, and to vigorously eliminate any ineffective supply within the system.

From 8 April to 7 May, the public is welcomed to visit their website ( and access the “Provide Opinion” link on its front page. Look for “Catalogue of Guidance for Industrial Structural Adjustments 2019” and fill in the available feedback forms.

The contents of the catalogue were separated clearly by the following 3 categories: Encouraged Industries, Restricted Industries and To Be Eliminated Industries. It was also mentioned that industries that are not within the catalogue can operate as long as it is within the government’s regulations.

  1. Encouraged Industries

Firstly, industries listed within the “Encouraged Industries” would play an important role in the development of China’s future social and economic development. This development is aimed towards improving the people’s quality of life through the usage of cutting-edge technology, equipment and products in their everyday activities.

2. Restricted Industries

Next, for industries listed within the “Restricted Industries” mainly refers to waning technological industries, those that fail to meet regulations and those that are prohibited from expansion or requires some sort of structural reform in their productions, equipment or products.

3. To Be Eliminated Industries

Lastly, industries within the “To Be Eliminated Industries” category refers to industries that currently do not comply with the stated laws and regulations, fail to meet minimum safety production requirements, has ineffective use of resources, pollutes the environment and any other existing backward technology In the market.

Some of the identified “Encouraged Industries” stated in the catalogue includes agriculture, forestry, water, iron and steel, coal, petrochemical industry, urban rail transit, information industry, financial services, science and technology services, business services, tourism, cultural services, artificial intelligence and so on.
